Jobs
to the countryside and joy to the afternoons, Mäntsälä

Objective: to organize
relevant activities, create new jobs and means of livelihood, content
of life and training of instructors for unemployed people in the countryside.
The aim is to create the conditions for continuous afternoon activities
in the countryside. The project will be implemented as targeted training
of instructors in cooperation with the local 4H Associations. The result
will be 6 or 7 afternoon clubs that will give employment to 12-14 instructors.
An indirect result will be relevant and safe afternoon activities for
80-100 children, which simultaneously will make it easier - or possible
- for their parents to go to work.
Mapping of the
production of local food, multi-municipal project
Costs 5.085,30 / Funding 4.575,30
Objective: to create a producers' circle of 15 farmers, which starts during
the project and then will continue to develop the production conditions
for local food. The target group and area are the approx. 750 farmers
of Askola, Mäntsälä and Pornainen. In all of these municipalities the
project will arrange information meetings for farmers about the potential
of local food. The farmers will be informed about these meetings through
personal letters. With the letters there will also be an enquiry on the
farmers' keenness in producing local food.
2. Rural information society
General improvement
of computer skills, Pornainen

Objective:
to enhance the general level of computer skills among the local members
of the Martha Home Economics Organization. The aim is to give all members
of the organization not only the basic computer skills required by modern
society but also the capacity to acquire more extensive computer skills.
After first mapping the existing computer skills of the Marthas, the project
will implement a tailor-made computer course including word-processing
and broadsheet skills and the use of Internet and e-mail. After the project,
the participants will be able to utilize their computer skills both in
Martha activities and in daily life. Also, the project will erase prejudices
about the complexity of the information society.
Rural information
society, Askola and Pornainen

The inhabitants, organizations and civic institutions of the municipalities
of Askola and Pornainen experience that they are falling behind the general
IT development in their areas. The purpose of this pre-study is to map
different interest groups' need for data transmission and to find the
telematic solutions and applications that can fulfil these needs and to
assess the costs of a possible implementation.
Juornaankylä web
pages, Askola

The village programme for Juornaankylä (2000) defined the making of web
pages for the village as one of the key projects. Until now, handouts
have been used for information in the village. There is a lot of work
involved in producing the information on paper and distribution is slow,
too. With a village website it would be possible to inform villagers,
summer residents as well as other interested people about current matters
without delay. The village website would reach a far larger audience than
locally distributed paper handouts. Also, representative web pages would
give a modern impression of the village and thus promote it to prospective
future residents. A further objective with the village website is to improve
the village spirit and to activate local associations. An Internet-based
service directory of the village would direct the villagers towards favouring
local farmers and business and would thus promote the survival of local
services in Juornaankylä.
Optic fibre network,
Pornainen

Objective:
to build, later on, a regional data communications network for the households
in Pornainen and in the Numminen area of Mäntsälä to be owned jointly
by the villagers. For that end a pre-study is needed in order for the
villagers to understand the implementation costs of the network as well
as inherent versatile possibilities. When in existence, a regional data
communications network owned by the inhabitants themselves will make data
connections cheaper and far more efficient than with today's ADSL network;
also it will allow for cable TV, free phone calls within the regional
network, and supplying other optic-fibre based services to the users of
the network.
Village web portal
for Huuvari and Särkijärvi, Askola

An essential part of the project is to train representatives of local
associations in computer skills so that they will be capable of developing
and maintaining their association's pages in the village portal. A web-based
directory of enterprises and services directs villagers and others to
use local village services, thus prompting the vitality of services in
the villages. The village portal strengthens identity and interaction
in the village and helps in attracting new residents to the area. The
project will regularly disseminate information to the media as well as
directly to local people through village handouts that are distributed
to every household.

Village and culture
Village activator
/ joint action in the village, Mäntsälä
Costs 36.177,22 / Funding 28.941,78
A village activator will be hired to develop the networking of village
associations in matters of joint interest and to develop the activities
of the Ohkola youth association. The activator will do and organize training
so that there is a long-term solution for an activator beyond the project.
A village programme will be implemented on a collaborative basis and village
projects will be commenced. Ohkola will become a friendlier and safer
place to live.
Village theatre
project, Mäntsälä
Costs 54.200,00 / Funding 35.879,52
Through the project, the continuity of the vital village community will
be secured and possible new village activities will be catered for. The
results can be measured through the realisation of events, the size of
their audiences and a general increase of satisfaction with the village.
The barn with its activities will heighten the profile of the village
in the area.
Jukola village
hall, Askola
Costs 50.179,87 / Funding 35.125,91
Idea: to restore Jukola, a village hall built in 1926 and possessing high
values of landscape and cultural history, in a good, up-to-date and representative
way without molesting the spirit of the building and to make it a space
for a variety of village events. They intent is substitute the tile roof,
too heavy for the structures originally dimensioned for a shingle roof.
Renaissance of
Jukola village hall, Askola
Costs 74.493,00 / Funding 50.655,24
Target group: villages of Huuvari and Särkijärvi. Objective: to make young
people stay as long as possible in their home villages, away from the
attractions of larger centres, in order to help them better to resist
and guard themselves against harmful influences. Also the objective is
to promote contacts between generations and to create a feeling of belonging,
so that young people, if they leave the village, know where they have
their roots that they can return to.
Tanhuvaara village
hall, Askola
Costs 20.278,00 / Funding 10.139,00
Objective: to provide for the users of the building, the people of
Vahijärvi, the optimal venue for leisure activities and events. At the
same time there will be less harmful emissions and the landscape will
improve. This will be achieved by substituting the building's original
windows, which are in a bad condition. Through the project, the need for
heating and the oil consumption will diminish, and hall will be better
to use.
Laukkoski village
hall, Pornainen
Costs 2.861,00 / Funding 1.734,60
During the autumn the aim is to demount, using voluntary work, the old
iron-cast heater, to repair its foundation and to build a modern heat-preserving
fireplace using a hired bricklayer. The aim is to build one that preserves
the heat as long as possible, however not neglecting the general spirit
and style of the interior of the building. The interior is quite an important
aspect because the house is often let out for events.
Recreational use
of Vahijärvi lake, Askola
Costs 21.124,00 / Funding 13.730,00
Target group:
regular and summer inhabitants of Monninkylä and Vahijärvi villages. -
Objective: to improve recreational and fishing use of the lake. - Actions:
to build a harbour, rod fishing places with duckboards, a common beach
and a barbeque roof. - Results and impact: The area will be used more,
which will increase its recreational value. There will be more fishing,
more fishing permits will be purchased and the importance of fish will
increase in the households of the area. Thanks to more events, there will
be more social interaction. Through voluntary work, the lake will benefit.
Soukkio village
hall, Mäntsälä
Costs 127.470,94 / Funding 86.680,23
Objective: to repair the hall into an adequate venue for gatherings, in-door
sports, educational events and festivities in the village of Soukkio.
When repaired, the house will have an activating impact on the village
and raise its spirit. Also it will visually enhance the old village road
milieu of Soukkio. The hall, built in 1903, has a significant cultural
heritage.
Village programme
for Kirveskoski, Pornainen
Costs 11.220,00 / Funding 11.220,00
The parochial village of Pornainen lacks a village programme - a well-grounded,
goal-oriented, bottom-up action programme for the development of the village
and its surroundings. The population of Pornainen and its parochial village
is growing, which makes the future a challenge. Partly for that reason
this will be an experimental pilot project, an important factor of which
will be a community analysis that serves as background information for
the village programme, analysing the needs and wishes of different target
groups regarding the development of the area. Also, GIS-based digital
map material will be produced for the village programme. The project will
e.g. produce knowledge on how community analysis can be applied in the
making of village programmes. The village programme will be printed in
850 copies and it will be mailed to every household in the parochial village
with surroundings.
Repair of the village
store in Numminen, Mäntsälä
Costs 19.260,00 / Funding 11.619,65
This building, owned by the cooperative Nummisten Toimela, is quite run
down and no longer corresponds to the image that e.g. a modern alimentary
store would wish for. The building acts not only as a food store but also
as a franchised post office, bookmaker, and there are rooms that can be
reserved for meetings. The project consists of repairing the building
and its environment to meet modern standards. For the part of painting
and air conditioning, external contractors will primarily be utilized.
Volunteers will mainly do exterior panelling, interior jobs and preparations
and they will enhance the surroundings of the building.
Repair of Kuusisto
village hall, Pornainen
Costs 92.677,00 / Funding 50.972,35
Main objective: to repair the interior of the Kuusisto youth association
house in Pornainen. The building has a central location in the parochial
village of Pornainen. The purpose of the repair is to provide the youth
association with adequate spaces for versatile use. The building has served
well as a multi-purpose community hall for gatherings and sports events,
weekly bingo evenings and many sorts of festivities. A new challenge for
the association and its hall is to make its activities attractive to the
new residents of Pornainen. A good example of this will be the forthcoming
autumn's Friday-night dances and dance lessons.

Nature and environment
Sewer project,
Water cooperative Suoni, Mäntsälä
Costs 26.000,00 / Funding 26.000,00
Purpose: to plan a sewer network to run parallel with the existing
water pipes. The network will cover southern parts of Mäntsälä, northwest
parts of Pornainen and small parts of Sipoo and Tuusula. Another objective
is to study the feasibility of concentrating the treatment of wastewater
in the area to concord with a proposition for a new decree on wastewater
treatment. The project connects to an ongoing study that the Uusimaa Regional
Environmental Centre is performing regarding the needs for developing
the water service in the area, providing this wider study with detail
information. The projects also links to a corresponding study by the Mustijoki
water cooperative on the northern parts of Pornainen and the Numminen
area in southern Mäntsälä.
Pre-study for a
sedimentation pond in Ruonanoja, Mäntsälä

The village activation group of the Sälinkää manor association intends
to build a 1.3 hectare sedimentation pond in the Ruonanoja stream that
discharges into the north end of Kilpijärvi lake in the village of Sälinkää.
The catchment area of Ruonanoja is 8.8 square kilometres, i.e. 40 percent
of the lake's catchment area. The goal is to diminish the external load
of Kilpijärvi. The target group are the fishing associations of the lake,
the lakeside residents, villagers and the residents of the municipality.
The municipality of Mäntsälä has a permit to take artificial subsoil water,
but it hasn't been able to make use of it because of the poor quality
of the water. Thus the municipality, too, will benefit from the project.
Water service project,
Pornainen
Costs 40.000,00 / Funding 40.000,00
Purpose: to make a pre-plan for the whole project, including technical
planning, the operative part of implementation and the total construction
cost. The project covers most of Pornainen and the Numminen village in
Mäntsälä. The pre-study is intended to finish by the end of 2004 and the
full project by June 2006.
Implementation
of the sedimentation pond of Ruonanoja, Mäntsälä
Costs 50.000,00 / Funding 37.500,00
Content: the implementation plan for the sedimentation pond described
above. The stream Ruonanoja is the biggest source of external load in
the lake of Kilpijärvi. The intent is to implement the pond during 2004-2005.
Acquisition of
seine fishing equipment, Mäntsälä
Costs 21.864,43 / Funding 10.932,22
Objective: to provide the area with equipment for seine fishing for the
purpose of removal of small valueless fish, enabling valuable fish to
thrive and the condition of the waters to improve. All residents of the
area will in one way or another benefit from the project.
Restoration of
Patalampi lake, Pornainen
Costs 11.334,19 / Funding 8.500,64
The lake Patalampi is situated in the vicinity of the school centre of
Pornainen. It is badly choking up and needs restoration. When restored,
the lake will have landscape and recreational values for the area. Also,
schools can used it in teaching natural sciences. Only a few decades ago
the lake was used for swimming and skating, and after the restoration
it again will environmentally contribute to the well-being of the area,
its inhabitants and not the least the schoolchildren.
Reuse, multi-municipal
project
Costs 6.728,00 / Funding 6.055,20
In developing reuse activities, it is important to focus on networking,
on collaboration between points of collection, reuse and second-hand sales,
on functioning logistics and on "commercial" collaboration. The purpose
of the pre-study is to map existing activities and those village associations
(such as that of Nakertaja and Heteenmäki) with which contracts of cooperation
could be made. Also, the pre-study looks into schedule and into alternatives
for the financing of pilots within the project.
Restoration of
Isojärvi lake, pre-study, Mäntsälä
Costs 6.500,00 / Funding 5.850,00
Objective: to improve the recreational use and the water quality of Isojärvi
lake by radically diminishing the quantity of small cyprinid fish and
simultaneously removing harmful vegetation from the lake. The project
also aims at making a detailed research and action plan in order to define
other potential measures for improving the condition of the lake. Furthermore
it will explore for how long the already commenced restoration measures
will need to be continued. The aim is to raise the interest of the residents
of the lake, as well as other interest groups, in the ecological state
of the lake.
Restoration of
Sääksjärvi lake, Mäntsälä
Costs 38.515,03 / Funding 30.812,03
The lake is used by summer residents, recreational and domestic-need fishers
and the users of the public beach. The objective is to normalize the ecological
state of the lake, to improve its water quality and to restore the fish
stock. This will require dredging, restoration of the shores, prevention
of nutriment runoff and targeted fishing of harmful fish species. The
lake milieu and its recreational use will improve.
Restoration of
Niinijärvi lake, Pornainen
Costs 14.940,00 / Funding 11.952,00
Objective: in the short run to stop deterioration; in the long run to
restore balance in the lake. The target is to make the area more pleasant
and better for recreational use. This will be accomplished through a restoration
project including actions that will cut down on external and internal
loads. A committee of all-year and summer residents has been formed to
plan and implement the project, which is administered by the village committee
of Laukkoski.
